There is no download link because the driver is not available for downloading anymore. This means that you can't obtain it through the official ways. You can, however, install a driver updater application and have it look for a compatible driver. You can try Driver Magician. Download and install the application, then perform a Live Update and wait for results. Make sure the mouse is connected to the computer there Driver Magician is installed.
If I don't have the USB part of an ihome wireless mouse, can I still get the software online to make it work anyway? The model number IH-M17OZR.

No, you cannot make the mouse work if you are lacking the wireless USB device. That is a necessary part of the mouse that needs to be connected or else you will not be able to connected the mouse to PC or laptop even if one of these is wireless powered. Without the USB device, the mouse will simply not work even if the software is downloaded from the Internet.
The recommended version of iHome Mouse Driver for Windows 7 laptop is Version 1.4.2.0.
